If that's the case for you, we provide the following alternate
installation version, direct from Microsoft:

Download the Cassini Web Server
4. When the download page displays, click:
Download ASP.NET Cassini Sample Web
Server.
5. When the File Download dialog displays:
click [Run] to immediately
install Cassini, or click [Save] to save it to a local folder then run
it from there.
6. Move through the installation dialog. When the below displays,
accept the default folder (c:\Cassini) and click [Next].
7. Proceed through to the end of the installation.
8. After installation, go to the installation folder (c:\Cassini) and
double-click:
CassiniWebServer.exe
to run it.

Assuming you have installed Qasper Personal or Qasper Offline to
the suggested default folders, in the Application Directory box of the
Cassini Personal Web Server dialog, type in:
In the Server Port box, enter:
In the Virtual Root box, enter:
10. Click [Start] to start the web server. It should then look like
this:
10. Start Qasper Personal (or, if applicable, Qasper Offline) and
proceed normally.
11. To avoid having to restart the Cassini Personal Web Server every
time you start your computer:
Create a shortcut to it and add the
shortcut to the startup menu. Here's how:
a. Go to C:\Cassini, right-click CassiniWebServer.exe
and select Create Shortcut.
Windows will place the shortcut, Shortcut
to CassiniWebServer.exe, in the folder:
b. Right-click Shortcut to
CassiniWebServer.exe and select Properties.
c. Under the [Shortcut] tab, change the target to:
C:\Cassini\CassiniWebServer.exe
"C:\Program Files\Dalco\Qasper\Qasper Offline\Qasper
Organizer" 85 /qasperorganizer
It will look like this (not all of the target is visible below, but
you get the idea):
d. Click [OK] to close the Shortcut Properties dialog.
e. Right-click the shortcut Shortcut
to CassiniWebServer.exe again and select Copy.
f. Go to C:\Documents and
Settings\{username}\Start Menu\Programs\Startup where
{username} is the log in name.
g. Paste the shortcut into the Startup folder:
h. Cassini should start automatically when you next start your
computer.
